Help FlashCatUsb Pro4.0 without giving VCC voltage

hello I have a problem to see can you help me ...
I have a fcusb Pro 4.0 and I realize yesterday that this does not give voltage neither 1.8v nor 3.3v in the VCC ping, only using external voltage can I detect spi!

which may be? What should I measure with a multimeter to know what it was?
 
the switch labeled "V" enables/disables the VCC pin on the header. So make sure thats on.
